We live in a time when child and youth care is changing very rapidly. Professionals and leaders need to understand the trends that are moving the field, what new ideas are coming into practice, and what we need to do to respond to these changes. Keeping abreast of change means staying informed.

Tom Woll and Bill Martone are widely recognized for their expertise in leading and consulting with child care programs. They have been studying the changes in the child and youth care field since 2012. They have conducted over 3,000 interviews with persons from across the country over the last twelve years. This has included both public and private sector leaders, elected public officials, practitioners who are delivering services for us, and youths and families who are receiving services from us.

They have asked them all to share their thoughts on where our field is going, what changes we will need to introduce to keep pace, and what new skills and capacities will be needed to successfully address the changes coming into practice.

Tom Woll, MEd

Tom Woll was a leader in the Human Services field in Northeast Ohio for 38 years.  He was responsible for Behavioral Health Services for Catholic Charities for 25 years.  Then he undertook the challenge, on behalf of Catholic Charities, to oversee the merger of 21 Catholic Charities organizations and to work with them to form an integrated service delivery system for Northeast Ohio, covering 3,500 square miles.
He left his work with Catholic Charities in 2010 and established the Strategic Change Initiative.  Under the framework of this Initiative, Tom has worked to help Human Service organizations to successfully prepare for the future.  He has extensively interviewed public and nonprofit leaders, elected public officials, practitioners delivering services for us and youths and families receiving services from us from across the country to determine what we need to be doing to successfully prepare for the future.  Tom has assisted 120 organizations in the development of their Strategic Plans.
For six years Tom served as the facilitator for the various Transformation Projects that have been undertaken under the auspices of the Alliance for Strong Families and Communities.  In his work with the various Alliance Transformation Projects, Tom has assisted 65 organizations in their efforts to transform what they do and how they do what they do.  Tom is a past Board Member of ACYCP.

William Martone, MS

William P. Martone is currently President of WPM Consulting, Inc. after having served for over 20 years as Chief Executive Officer of Hathaway-Sycamores Child and Family Services in Los Angeles.

Upon his move to California in 1994, Mr. Martone served as CEO of The Pasadena Children’s Training Society, DBA The Sycamores. Under his leadership, the agency grew from its historic roots of residential treatment and evolved into a mental health, child welfare and probation agency with a comprehensive array of programs and services, including those services obtained through the merger in 2005 with Hathaway Children & Family Services. With over a $55 million operating budget and staff of more than 650, the agency offered a full continuum of care to more than 8,500 individuals annually throughout Los Angeles County.

The agency provided an array of programs and services including: Foster Care & Adoption Services, Intensive Treatment Foster Care, The Center for Grief and Loss for Children, School-Based Mental Health Services, Transitional Independent Living Services, a Residential Treatment Facility serving child welfare and probation youth, a Residentially Based Services CA Demonstration Project (RBS), In-Home Mental Health Services, Wraparound, Gang Diversion Services, Co-Occurring Services, a Family Resource Center, Outpatient Services, Psychological and Psychiatric Services, Therapeutic Behavioral Services and Education Services through a Non-public School and the community-based Glendale Learning Center.

In 2013 Hathaway-Sycamores received the bronze-level California Award for Performance Excellence (CAPE) based on the Malcolm Baldrige National Quality Award.

Mr. Martone earned his Bachelor’s Degree from Providence College and received his Master’s Degree from Russell Sage College.

He began his career in 1972 at Parsons Child and Family Center, a multi-service agency serving child welfare and probation youth located in Albany, New York. In 1983, he moved to Illinois and accepted a position with the Children’s Home and Aid Society of Illinois, a statewide agency, where he eventually served as Vice President for Residential Treatment Services until his move to California 11 years later. At Children’s Home and Aid Society Mr. Martone oversaw residential treatment services, a locked residential facility serving primarily gang involved youth and specialized foster care services.

Mr. Martone has provided consultation services for the Alliance for Stronger Families and Communities, the Building Bridges Initiative, and a number of public and private not-for-profit organizations in California as well as other states.

Mr. Martone has been active in professional associations and organizations and served on several Boards for these associations. Mr. Martone is a past Board President of the California Alliance of Child and Family Services, the American Association of Children’s Residential Centers (now known as the Association of Children’s Residential Centers, ACRC, where he was also the recipient of the Lifetime Achievement Award) and the Association of Community Human Service Agencies (ACHSA
